Bargaining with Treasury Board and bypassing the Public Interest Commission

On this episode, we’re joined by a dynamic trio to discuss recent developments around bargaining with the federal treasury board. -Sharon DeSousa, National President of the Public Service Alliance of Canada, also known as PSAC. -Julie Nelson, bargaining team member for the PA Table; and -Rachel Besharah, negotiator with the PSAC. We’re in unchartered territory! The Federal Public Sector Labour Relations and Employment Board has agreed with PSAC's request to bypass the Public Interest Commission (PIC) process for the PA bargaining group. PSAC requested that the Board bypass the lengthy PIC process after declaring an impasse in negotiations in February. Following five days of mediation in May, the Board determined that a PIC would be unlikely to help the parties reach a deal. A major sticking point in negotiations remains Treasury Board's insulting wage offer of less than 1 per cent per year, which fails to keep pace with the rising cost of living and amounts to a pay cut for federal public service workers. Additionally, Treasury Board has shown no willingness to act on key priorities for members, including remote work, job security, and stronger protections in the workplace, particularly around the use of artificial intelligence and surveillance. Comprendre les négociations collectives avec le Conseil du Trésor ou le gouvernement du Canada

Dans cet épisode du balado du Filet de sécurité syndical, nous examinons en détail le processus de négociation collective entre l'un des plus grands syndicats du secteur public canadien, l'Alliance de la fonction publique du Canada, et le gouvernement du Canada. Plus précisément, les membres du syndicat employés par le Conseil du Trésor fédéral. Nous entendons souvent les membres du syndicat poser les questions suivantes : Pourquoi le syndicat ne négocie-t-il que lorsque la convention collective est expirée? Pourquoi ne pouvons-nous pas négocier avant la date d'expiration? Pourquoi faut-il des années pour parvenir à une nouvelle entente provisoire? Qui participe au processus de prise de décision? In this episode of the Union Safety Net, we take an in-depth look at the collective bargaining process between one of Canada’s largest public sector unions, the Public Service Alliance of Canada, and the Government of Canada. More specifically, the union members employed by the Federal Treasury Board. We often hear from union members: Why does the union only bargain when the collective agreement has expired? Why can’t we get ahead of the expiration date? Why does it take years to reach a new tentative agreement? Who’s involved in making the decision? Spotlight on the relevancy of CBC/Radio-Canada

In this episode of the Union Safety Net, we take a closer look at the role of a public broadcaster. The Canadian Broadcasting Corporation, known as the CBC and Radio-Canada for our francophone listeners, is a Crown corporation that serves as Canada’s national public broadcaster. CBC has been in existence since 1936 and its mission is to ‘promote Canadian culture and support democratic life through a wide range of content that informs, enlightens and entertains.’ To discuss the role and importance of a public broadcaster, we're joined by Sarah Andrews, who’s based out of Montreal and represents Friends of Canadian Media. Please note that we did extend an invitation to Rachael Thomas, Conservative Shadow Minister for Canadian Heritage and MP for Lethbridge, to hear her perspective, but they declined our invitation to participate.
